(Reuters) - A wintry storm unleashed high winds, frigid air and heavy snowfall across the Upper Midwest on Sunday, with Minneapolis expecting as much as 12 inches of snow by evening, meteorologists said.
The blizzard-like conditions stretching across the Dakotas, Minnesota and into Wisconsin cut visibility and made for hazardous driving conditions that were expected to worsen as the storm picks up toward nightfall, weather forecasters said.
"That wind and snow is making a combination that is a lethal one," said meteorologist Nick Walker on Weather.com.
The storm pattern is in the shape of a fried egg, with the heaviest snowfall in the yolk - the Minneapolis area - and less severe but still harsh conditions in the surrounding areas of the Dakotas and Wisconsin, said meteorologist Eric Fisher on Weather.com.
"One small area from Minneapolis northward to around St. Cloud could see some pretty significant totals," Fisher said.
Meteorologist Andrew Baglini on Accuweather.com said the snowfall could be upward of a foot, especially in the Minneapolis area.
By early morning, visibility in Minneapolis was down to a 1/2 mile in some places, Baglini said.
While sustained winds in the Minneapolis area were expected to reach 30 miles per hour by evening, wind gusts had already been clocked at 40 miles per hour across North and South Dakota by morning, he said.
"That combined with colder temperatures and still some snow across the area is going to make for very rough travel conditions," Baglini said.
Early morning temperatures in Fargo, North Dakota, plunged to 7 degrees with 30 mile per hour winds, Baglini said.

I don?t have a great talent to align easily with authority?one could say I have an allergic response to it?so when I was asked to write about ?scaling up?, my head began to ache and I started to sneeze.
Maybe my responses are triggered by the ?authoritarian? tone associated with scaling up, it?s hierarchical connotations that projects images of success, as a bigger and better operation that makes me wonder about the assumptions at work here or maybe it is the management chants of ?scale up, scale up? that makes me nervous.
I do not oppose the work of scaling up, but I am not a skilled manger in that arena and the process of scaling up is mercurial to me. My experiences in the arena of community cultural development practices, has produce a understanding of scaling that is focused on scaling ?out? as opposed to scaling ?up?
A desert story: The most beautiful aspects of the Sonoran desert are the Saguaro cacti. Their majesty is how they dot the landscape as these tall and eloquent plants that reach upward. And in their long life span it takes up to 75 years to develop a side arm that stand out against the vivid blue of the desert sky. In the heat of this desert they thrive and their success lies in their root systems?a system that is linear, moves outward across the land and grows and proposer.
The Saguaro is a model of development that we can learn from?how to scale out and thrive. I find that the language of scaling up is inadequate when ones charge, as an art leader is to foster cultural vitality and support an equitable society. To do this work over time one must know to build relations, know how to scale-out these relationships that results in healthy communities and a robust democracy.
One of the reasons that the term scaling up bothers me is how it resonates as an individualized form of growth. An organization scales up as if to say it grows up and becomes a model of success because their programs rock, their finances are in order, their space enviable and I applaud that success and those are managers that got them there.
Yet individual growth is not the same as the growth of the many, the numerous, a community growth that results in a variety of organizations, operations, and strategies that advances an understanding of place grounded in the ethos of belonging.

Scaling out is a relation system. Relation and relationship is the product and it in-turn produces community, place, engagements, vitality. The skills need to partake in the work of scaling out is knowing how to be an intermediary versed in deliberative democracy practices.
Let me riff here for a moment the importance of being a intermediary.
A general understanding of an intermediary is someone who takes resources, understood broadly as money, knowledge or connections, and strategically deploys them in other sphere of practices. An intermediary provides connections, language, and translation; the intermediary also identifies intersections where the interests of parties cross.
Intermediaries operate in the work of scaling out as the go-between, between artists and audiences, artists and arts organizations, various stakeholder communities that enliven the aesthetic contract between these entities. To have success in scaling out you need to be mindful of one?s responsibilities as an intermediary who animates networks and relationships.
It is ethical work that requires that one has an understanding of equity and justice in action that facilitates a democratic process of analysis, decision-making, and agenda setting. This not easy work, yet an important outcome of scaling out is social capital.
I?ve avoided commenting on the business of scaling up because of health reasons.
All kidding aside, the policy agendas that supports scaling up and scaling out practices need to be examined. The bias in these two forms of practices put under a lens and studied. The dialogue between then encouraged and the resulting narratives about growth, prosperity, and capital?of being in relation better understood.
The narrative of potentiality that moves like a linear root system along the networks of relation is what feeds and supports scaling out as a process that advances the plural in all its aesthetics and complexities.

SAN FRANCISCO (AP) ? The epic $1 billion patent fight between the world's top two smartphone makers resumes Thursday in a federal courtroom when Apple Inc. and Samsung Electronics Corp. again square off over rights to vital technology.
Samsung seeks to overturn an Aug. 24 jury verdict that found the Korean tech titan ripped off Apple Inc.'s designs for its iPhone and iPad. The jury ordered Samsung to pay Apple $1 billion after finding close to two dozen of its products used technology controlled by Apple.
Apple in turn is looking to add $500 million more to the award while barring many of the older Samsung products at issue from sale in the United States.
The companies' lawyers will file into a San Jose federal court armed with a host of legal arguments including allegations that the jury foreman committed misconduct. The case is ultimately expected to land before the U.S. Federal Circuit Court of Appeals, the Washington, D.C.-based court that decides patent disputes, if not the U.S. Supreme Court.
Nonetheless, what U.S. District Judge Lucy Koh decides after Thursday's hearing will greatly shape the end result.
Samsung has mounted an aggressive post-trial attack on the verdict, raising a number of legal issues that allege the South Korean company was treated unfairly in a federal courtroom a dozen miles from Apple's Cupertino headquarters. Samsung alleges that some of Apple's patents shouldn't have been awarded in the first place and that the jury made mistakes in calculating the damage award.
Samsung also accuses jury foreman Velvin Hogan of concealing that his former employer, Seagate Technologies, had a filed a lawsuit against him. Samsung is a large investor in Seagate.
"Mr. Hogan's failure to disclose the Seagate suit raises issues of bias that Samsung should have been allowed to explore," Samsung said in its October request for a new trial.
Hogan didn't return a call placed to his San Jose home Wednesday. In opposing Samsung's argument, Apple argued that Samsung should have discovered the 1993 lawsuit before Hogan was seated as a juror and made its objection then. Apple said Samsung knew that Hogan declared bankruptcy in 1993 and had it reviewed that case it would have discovered the Seagate lawsuit.
Apple argues it is unfair to raise the Seagate lawsuit now that the jury ruled against Samsung.
Experts monitoring the trial largely side with Apple on the juror misconduct issue specifically and speculate that the judge will keep most of the unanimous verdict intact.
"Samsung is hoping to set aside the verdict entirely, accusing the jury foreman of lying to get on the jury," said Edward Naughton, a patent attorney who is following the case closely. "This argument isn't likely to succeed, but Samsung may convince the court to whittle down the jury verdict a bit."

Dave Brubeck, 91, has died. The jazz pianist and composer, perhaps best known for ?Take Five? (watch video below).

The venues he performed in include the Saratoga Jazz Festival at Saratoga Performing Arts Center, Proctors in Schenectady, Troy Savings Bank Music Hall, the Massry Center for the Arts at The College of Saint Rose in Albany, and Jacob?s Pillow Dance Festival in Becket, Mass., His most recent performance was with his son?s band, Chris Brubeck Triple Play in June 10, 2011, at Zankel Center at Skidmore College.
