Sudan, South Sudan leaders meet to discuss border security, oil deal

ADDIS ABABA (Reuters) - Leaders from Sudan and South Sudan will meet on Sunday for the first time in a year to try to agree on border security so that South Sudan can start exporting oil again, a lifeline for both economies.

Sudan's President Omar Hassan al-Bashir and South Sudan's Salva Kiir will wrap up two weeks of negotiations in Ethiopia where the African Union (AU) has been mediating to try to end fighting along the 1,800-kilometre (1,200-mile) border.

The two countries must reach a comprehensive peace deal this weekend or risk incurring U.N. Security Council sanctions.

Such a deal would provide both nations with oil revenues needed to avoid economic collapse although they must also sort out other issues left outstanding at secession in July 2011.

The two reached an interim deal in August to restart oil exports from landlocked South Sudan through Sudan to its Red Sea ports after Juba had turned off wells in a row over export fees. But Sudan insists on first reaching a security accord.

The summit was due to take place in the southern capital Juba in April but was cancelled when the fighting broke out and South Sudan briefly seized an oilfield vital to Sudan's economy.

On Saturday, Sudan conditionally accepted an AU-brokered agreement, already agreed by South Sudan, for a demilitarized border zone along the entire border.

Bashir and Kiir are also expected to sign deals to boost trade and grant citizens of both nations residency in the other country, ending uncertainty for southerners stuck in the north.

South Sudan, where most follow Christianity and animism, seceded from the mainly Muslim north in July 2011 under a 2005 peace agreement that ended decades of civil war.

Secession left a long list of issues unresolved such as marking the border, fees for southern oil fees and ending accusations of rebel support in each other's territory.

The two have failed to implement previous agreements and have not made much progress at the talks over five disputed border areas. This will be left to a future round or possible lengthy arbitration.

The presidents are also expected to discuss a solution for the disputed border region of Abyei, where previous attempts to hold a referendum have failed because neither can agree on who is eligible to vote.

There was also no sign of progress in indirect talks held in Addis Ababa between Sudan and the rebel group Sudan People's Liberation Movement-North (SPLM-North) which is fighting the Sudan's army in two areas bordering South Sudan.

Khartoum accuses Juba of supporting the SPLM-North. South Sudan accuses Sudan of supporting militias in the new republic.

U.S. West should expect bigger wildfires more often: report

SALMON, Idaho (Reuters) - A warming trend has contributed to a sharp rise in the number and size of wildfires on forest lands in the U.S. West, where big burns are likely to become the norm, according to a report released on Tuesday by a climate research group.

The average annual number of fires that cover more than 1,000 acres has nearly quadrupled in Arizona and Idaho and doubled in California, Colorado and six other Western states since 1970, the study by Climate Central showed.

The report, which analyzed 42 years of records about fires on U.S. Forest Service lands in 11 Western states, linked rising spring and summer temperatures in the region to a fire season that begins earlier, ends later and sparks larger, more frequent blazes.

Those include so-called megafires, or blazes that raze upward of 10,000 acres. Those fires erupted at a rate seven times greater each year in the past decade in the western United States than in an average year in the 1970s, according to the report.

The 2012 fire season in the West has claimed several lives, torched hundreds of homes and forced the evacuation of thousands of residents. Record blazes have also been recorded in New Mexico and Oregon.

Conditions contributing to the increase often include fire suppression practices that fostered forests packed with fuel, early melting of mountain snows and fire seasons in the West that now last 10 weeks longer than in the 1970s, the report said.

NEW PHENOMENON

Richard Wiles, director of research for Climate Central - a nonprofit scientific research organization that reports on climate change - said the data showed massive wildfires greater than 100,000 acres do not appear in records before the late 1980s.

"It may be a relatively new phenomenon for national forests," he said.

Steven Running, professor of ecology at the University of Montana, reviewed the report and told Reuters in an interview that Western states should prepare for more of the same.

In addition to lives and property, the fires threaten human health by pumping smoke, containing noxious gases like carbon monoxide and fine particles, into mountain valleys where historic settlements gave way to present-day communities.

"What public health people need to understand is these may be multi-week or even multi-month episodes and what is needed is a longer term plan to address health issues," said Running.

The pollution emitted by the burning of trees and plants can irritate eyes and lungs and worsen chronic heart and lung diseases, according to the Centers for Disease Control.

Exposure to smoke from landscape fires causes 339,000 deaths a year worldwide, mostly in sub-Saharan Africa and Southeast Asia, according to a study in May in "Environmental Health Perspectives," a peer-reviewed journal published by the National Institute of Environmental Health Sciences.

Pollution levels from wildfires this year have triggered numerous air quality warnings in parts of Idaho, Montana and Wyoming.

In Idaho, health and environmental officials said a weeks-long pollution event in Salmon from a 320,000-acre wildfire just north of the east central Idaho community is unprecedented.

"This is the only time we've seen this and there does not seem to be an end in sight," said Jim Vannoy, program manager for environmental health education and assessment with the Idaho Department of Health and Welfare.

A satirical French weekly, Charlie Hebdo, published vulgar caricatures of the Prophet Muhammad. The magazine's crude cartoons played off the film and ridiculed the violent reaction to it. France stepped up security at embassies and deployed riot police outside the weekly's offices. The government defended the newspaper's right to publish the caricatures. Authorities and Muslim leaders urged calm in the country, which has the largest Muslim population in western Europe.

Prime Minister Jean-Marc Ayrault said organizers of a demonstration against the film, planned for Saturday, won't receive police authorization.

GERMANY

The renewed debate in France about the limits of free expression spread to neighboring Germany with the country's Foreign Minister Guido Westerwelle calling on all those "who rightly invoke the right of freedom of speech, to also act responsibly." Speaking in Berlin, Westerwelle said, "the one who now puts more oil on the fire on purpose, with obvious effect, is not the greatest thinker."

The German Embassy in Sudan, which was attacked last week, remains closed and security at the country's embassies in other countries has been beefed up.

The United States temporarily closed its consulate in the country's third largest city of Medan because of demonstrations. It was the third consecutive day of protests in Medan, the capital of North Sumatra province. About 300 members of Hizbut Tahrir Indonesia, a pan-Islamic movement, rallied peacefully in front of the consulate in Medan. About 50 Muslim students also protested there a separate rally. Both groups called on Washington to punish the makers of the film.

Several hundred lawyers protested the anti-Islam video in the capital Islamabad, forcing their way into an area that houses the U.S. Embassy and other foreign missions. The protesters shouted anti-American slogans and burned an American flag after they pushed through a gate, gaining access to the diplomatic enclave before police stopped them. They called for the U.S. ambassador to be expelled from the country, and then peacefully dispersed.

SRI LANKA

About 300 Muslims protested against the film in the capital Colombo, calling for its U.S.-based creators to be hanged. They carried signs and banners that read, "Ban anti-Islamic film all over the world. U.S. should apologize to Muslims," and chanted, "Hang the producer and director of the film." Protesters also spit upon and walked on U.S. and Israeli flags during the demonstration, which was organized by an Islamic group called Sri Lanka Thaweed Jamath.

Rugby: A contact sport for UMKC | The University News

Rugby, known as an extreme contact sport, was recently established at UMKC. Originally invented in England, rugby has gained slow popularity in the U.S., but a group of UMKC students united to increase the sport?s exposure and garner student interest.

?UMKC needed a contact sport,? said Aaron Dzik, the rugby team?s captain and president. ?It is something new [for UMKC] and entertaining. Everyone loves [something] new.?

Dzik described rugby as, ?basically run forward, pass backwards. Lots of contact and no pads involved.? It is played on a 110-yard field with 15 players on each team. The goal is to score a ?try,? which is similar to a touchdown in football, and it is worth five points. Whichever team scores more points during the two 40-minute halves wins.

A contact sport played without padding and other protective gear may sound intimidating, but Dzik and other enthusiasts are excited about the possibilities for the sport on campus. ?It is nice to say that rugby is rapidly growing in the U.S.,? he said.

UMKC?s rugby team is not officially affiliated with NCAA rules, because it is not listed as a sport in the Athletic Department. Instead, it is considered a club.

?Hopefully within the next couple of years we will be recognized as a quality team so we can be added into the university?s sports arsenal,? said Dzik.

Tom Schultz is in charge of advising the team and encouraging its involvement with the Athletic Department.

?He?s been very helpful with getting everything set,? Dzik said.? The team has seen support from UMKC and is looking forward to future success.

This year, the team was accepted into the Gateway Collegiate Rugby Conference, where teams such as St. Louis University will participate.

?Recently the College Rugby Championships were televised on NBC, which is giving Rugby a lot of publicity,? said Dzik.

Though UMKC?s rugby team is considered a club, there are certain requirements students must fulfill to be part of the team. The most important qualification is being a full-time UMKC student.

?We have 25 players on the roster,? Dzik said. ?They range anywhere from being in the six-year Med School to engineers, architects and many more. ?

To promote recruitment, the team has created banners, posters and flyers which hang across campus.

?We are also giving out recruitment t-shirts and setting up stands to talk to players,? Dzik said.

Muslim protesters rage at United States in Asia, Middle East

KABUL (Reuters) - Protesters enraged by a film mocking the Prophet Mohammad battled with police in several Asian cities on Monday and vented their fury against the United States, blaming it for what they see as an attack on the Muslim religion.

Police fired in the air to break up a crowd marching on the U.S. consulate in the Pakistani city of Karachi while in Afghanistan and Indonesia people burnt U.S. flags and chanted "Death to America".

Indonesian police fired tear gas and water cannon to disperse hundreds of demonstrators who massed outside the U.S. Embassy in Jakarta, capital of the most populous Muslim nation.

In Kabul, protesters set fire to cars and shops and threw stones at police.

"We will defend our prophet until we have blood across our bodies. We will not let anyone insult him," said one protester in the Afghan capital. "Americans will pay for their dishonor."

Thousands also marched in Beirut, where a Hezbollah leader accused U.S. spy agencies of being behind events that have unleashed a wave of anti-Western sentiment in the Muslim and Arab world.

The demonstrations were the latest across the world ignited by a short film made with private funds in the United States and posted on the Internet that depicted the Prophet Mohammad as a fool, a womanizer and a homosexual.

The situation saddles U.S. President Barack Obama with an unexpected foreign policy headache as he campaigns for re-election in November, even though his administration has condemned the film as reprehensible and disgusting.

In a torrent of violence last week, the U.S. ambassador to Libya and three other Americans were killed in an attack in Benghazi and U.S. and other foreign embassies were stormed in cities in Asia, Africa and the Middle East by furious Muslims. At least nine other people have been killed.

Washington has sent ships, extra troops and special forces to protect U.S. interests and citizens in the Middle East, while a number of its embassies have evacuated staff and are on high alert for trouble.

A White House spokesman said Obama spoke by telephone to senior diplomats at the weekend to reassure them of his support.

"He called the chiefs of mission in Sudan, Tunisia, Libya and Yemen to let those diplomats know that he was thinking about them, that their safety remains a top priority of his, and it is something he will remain focused on," spokesman Josh Earnest said.

Despite Obama's efforts early in his tenure to improve relations with the Arab and Muslim world, the new violence adds to a host of problems including the continued U.S. military involvement in Afghanistan, Iran's nuclear program, the Syrian civil war and the fall-out from the Arab Spring revolts.

US, ISRAEL FLAGS BURNED

The renewed protests on Monday dashed any hopes that the furor over the film might fade despite an appeal over the weekend from the senior cleric in Saudi Arabia, home to Islam's holiest shrines, for calm.

In the Kabul demonstration, protesters shouted "Death to America" and burned the flags of the United States and of Israel, a country reviled by many Muslims and Arabs because of the Palestinian issue.

The U.S., British and other missions were placed on lockdown and violence flared near housing compounds for foreign workers.

In Karachi, Pakistan's commercial hub, protesters on motorcycles and in cars headed towards the U.S. consulate, prompting police to shoot in the air and fire teargas. Police said 30 students were arrested.

In Lahore, Pakistani protesters threw rocks at police and burned an American flag near the U.S. consulate. Police said six policemen and some protesters were hurt.

Pakistani Prime Minister Raja Pervez Ashraf ordered the blocking of YouTube in the country so that the "blasphemous" film could not be viewed, the information ministry said.

His U.S.-backed government faces a Taliban insurgency supported by al Qaeda and other militant groups but anti-U.S. feeling is never far from the surface.

In Beirut, Hezbollah leader Sayyed Hassan Nasrallah made a rare public appearance to address tens of thousands of Lebanese protesting against the film.

"Prophet of God, we offer ourselves, our blood and our kin for the sake of your dignity and honor," said Nasrallah, who has lived in hiding to avoid assassination since the Shi'ite Muslim militant movement fought a war with Israel in 2006.

Thousands marched through Beirut's Shi'ite southern suburbs shouting "Death to America, Death to Israel" and "America, hear us - don't insult our Prophet."

On television earlier, Nasrallah said the United States must be held accountable and that U.S. intelligence agencies were orchestrating events.

In Tunisia, a Salafist leader escaped from a mosque that had been surrounded by security forces seeking to arrest him over clashes at the U.S. Embassy last week, a Reuters witness said.

Saif-Allah Benahssine, leader of the Tunisian branch of the hardline Islamist Ansar al-Sharia, slipped away after hundreds of his followers stormed out of al-Fatah mosque in Tunis.

Benahssine told his supporters earlier he was not involved in the protests, in which two people were killed when police opened fire as protesters ransacked the U.S. mission.

Also on Monday police in Azerbaijan arrested about 15 people who tried to protest outside the U.S. Embassy in Baku.

Rallies had taken place as far afield as Britain and Australia at the weekend, showing the global scale of the outrage at the Prophet Mohammad film.

IRAN WILL PURSUE

In other developments, Iran condemned the film as offensive and vowed to pursue those responsible for making it.

"Certainly it will search for, track, and pursue this guilty person who has insulted 1.5 billion Muslims in the world," First Vice-President Mohammad Reza Rahimi told a cabinet meeting.

Iranian officials have demanded the United States apologize to Muslims for the film, saying it is only the latest in a series of Western insults aimed at Islam's holy figures.

The identity of those directly responsible for it remains unclear. Clips posted online since July have been attributed to a man named Sam Bacile, which two people connected with the film have said was probably an alias.

Nakoula Basseley Nakoula, 55, a Coptic Christian widely linked to the film in media reports, was questioned in California on Saturday by U.S. authorities investigating possible violations of his probation for a bank fraud conviction.

Ghana arrests three in suspected Ivory Coast coup plot

ACCRA (Reuters) - Authorities in Ghana have arrested three men for allegedly trying to buy arms for a planned coup in neighboring Ivory Coast, where a wave of violent attacks killed around 20 people last month, a local police chief said on Monday.

The Ivorian government has blamed allies of the country's former president Laurent Gbagbo, many of whom now live in exile in Ghana, of orchestrating the violence, which has raised fears of renewed unrest just a year after a civil war ended.

Deputy police commissioner Stephen Andoh-Kwofie said the men were arrested on Friday in the central coastal town of Cape Coast by undercover officers posing as arms dealers.

"We picked them up after they had bought AK-47 rifles from our men," he told Reuters, adding that all three had admitted they were mobilizing arms to overthrow the government of Ivorian President Alassane Ouattara.

"It appears they came to Ghana purposely to secure arms for a coup d'etat against the Ouattara government and must have been doing so in league with others," said Andoh-Kwofie.

Two of the men are Ivorian nationals who had been working in a hotel after registering as refugees. Police said one of the two Ivorians is a former soldier who was also carrying a Malian passport when arrested, and the third man is a Ghanaian who had lived in Ivory Coast for more than two decades.

PLOTTERS IN EXILE

Ivory Coast, the world's top producer of cocoa, was the economic engine of French-speaking West Africa before a political crisis sharply divided the country a decade ago, setting the stage for last year's conflict.

More than 3,000 people died in the violence, which erupted after Gbagbo refused to accept Ouattara's victory in elections in late 2010.

Gbagbo was captured during fighting in Abidjan in April last year and is now awaiting trial before the International Criminal Court, charged with crimes against humanity.

Most of his top political and military allies are either in detention in Ivory Coast or fled abroad at the end of the conflict, most to neighboring west African nations.

Ouattara's government launched a wave of arrests against suspected Gbagbo supporters after last month's attacks, which targeted police and army installations in the south and west.

Ghana, which had previously declined to act upon a series of international arrest warrants issued by Ivory Coast last year, arrested Justin Kone Katinan, Gbagbo's former budget minister, last month as he returned from a trip to South Africa.

He is currently in custody pending a court hearing on his extradition to Ivory Coast.

Gbagbo's supporters deny any involvement in last month's violence and accuse the Ivorian government of using the attacks as a pretext for a crackdown on the opposition.

LOS ANGELES ??Medieval fantasy "Game of Thrones" led the winners at the Creative Arts Emmys on Saturday in a ceremony that also honored Kathy Bates for channeling Charlie Sheen on "Two and a Half Men" but shut out Emmy darling "Mad Men."

On a night that rewarded guest actors, choreographers, musicians and editors of the year's leading TV shows, "Game of Thrones" on HBO won six awards, including costumes, make-up and special visual effects.

Sketch show "Saturday Night Live" took home four ? including a best guest actor trophy for comedian Jimmy Fallon as host ??tying for second place with the Charles Dickens drama "Great Expectations" on PBS and Discovery Channel's nature documentary "Frozen Planet."

Bates, 64, was a popular winner for her guest actress turn as Charlie Sheen's killed-off bad boy Charlie Harper in CBS comedy "Two and a Half Men."

The Oscar-winning Bates, who this week revealed she had recently undergone a double mastectomy, played the ghost of Sheen/Harper complete with cigar and trademark bowling shirt.

In a night of surprises, 1960s advertising show and four times best drama series Emmy winner "Mad Men" was shut out of the creative arts portion of the biggest honors in the TV industry.

"Mad Men" will still hope to capture the top prize next week at the Primetime Emmys, which honors the best dramas, comedies, writers and actors and take place on Sept. 23 at a televised ceremony in Los Angeles, hosted by comedian Jimmy Kimmel.

On Saturday, the Nickelodeon animated show about a group of commando penguins, "The Penguins of Madagascar," beat popular Fox comedies "The Simpsons," "American Dad," and "Bob's Burgers."

There were surprises, too, when the NBC backstage musical drama "Smash" took the award for best choreography over the three entries for perennial winners "So You Think You Can Dance."

On his second try, Jeremy Davies won for his guest drama role in the FX modern Western "Justified", while Martha Plimpton was named best guest actress in a drama for her turn as a devious lawyer in CBS legal show "The Good Wife."

"Hatfields and McCoys," the History channel miniseries about a legendary 19th century family feud starring Kevin Costner, won three Emmys on Saturday for sound, editing and make-up. The drama drew a huge 17 million average audience when it aired in May, leading to 16 Primetime Emmy nominations including nods for Costner and co-star Bill Paxton.

Reality show "Undercover Boss," in which senior executives leave their company boardrooms to work alongside ordinary employees, won the best reality program Emmy.

HBO finished Saturday night as the channel with the most Emmys ? 17 ? followed by CBS with 13 and 11 for PBS.

Sweet Remedy: Cell and the cancerquences

A recent report published by the World Health Organization says that cell phone radiation could possibly be carcinogenic. Doctors advise people to take precautions before it is too late

It seems caution is the watchword for billions of cell phone users across the world after a report published by the International Agency for Research on Cancer (IARC), indicated that radiation from cell phones posed an increased risk for brain cancer.

The IARC, which is the World Health Organization's (WHO) cancer research agency, has classified 'radiofrequency electromagnetic fields as possibly carcinogenic to humans (Group 2B), based on an increased risk for glioma, a malignant type of brain cancer, associated with wireless phone use'.

While many cell phone users are concerned, others are least bothered with the study findings. Many, though, have already pressed the panic button and are consciously cutting down on their talk time. For example, Rahul Jain, stock investor from Malad (W), after reading the latest report by WHO, has decided to use his mobile only when it is important.

"The nature of my job is such that I have to constantly be on the phone. But mobile-related health hazards are always on my mind.

At the same time, there is no direct correlation between cell phone usage and cancer, so many of us do not take these warnings seriously. Once concrete evidence comes up, I believe, we will be further limit mobile usage and take necessary precautions."

Necessity
A lot of people believe that cell phones have now become an integral part of their life and it is next to impossible to do without them. "We're youngsters and how could we possibly live without mobiles?" asked Devyani Sabnal (20), student of SIES college, Sion.

Referring to WHO's report, Sabnal said, "Every problem has a solution. If researchers are saying that cell phone usage can be carcinogenic, then there is a need to find a solution too but abandoning cell phones or limiting its usage is not the answer."

Arjun Pathwar (19), student of Narsee Monjee Institute of Management Studies (NMIMS) at Vile Parle too echoes a similar sentiment. "I am not bothered at all with this study. My friends too are aware of the study but we just don't care.

Mobiles are one of the most effective forms of communication and if it is established that usage of cell phones can cause cancer, then we shall see what to do later. We can't be bothered now," elaborated Pathwar.

But doctors believe that, not paying heed to these warnings might prove dangerous for people in the long run. Hence it's better to be safe than sorry. "By the time the results come out, which can clearly indicate that cell phones can have serious health hazards, many might have already lost their life.

In fact we see a lot of kids who come to us to seek treatment for brain tumour, etcetera, and we prescribe minimum usage of cell phones for such patients," said Dr Arvind Kulkarni, Director, Radiation and Oncology, Lady Ratan Tata Medical Centre, Cooperage.

Dangerous
Dr Ashok Waghmare, a neuro physician recollects a case where one of his patients complained of severe headache and dizziness. "I suggested a few painkillers but he got no relief. After inquiring about his lifestyle, I got to know that he was a medical representative and had to use the phone constantly. So I suggested that he put the phone on loudspeaker while talking.

Within a week he was cured," said Waghmare. When asked why cell phones could be dangerous for the brain, Waghmare points out that, "The brain has electromagnetic transmitters and it attracts such radiation. Hence brain function can be impaired."

Waghmare further adds that using loudspeakers dissipates radiation from the phone to the surroundings and, "there is no direct connection with your ear. As a result, the radiation does not affect your brain too much. However, the best option is using landline phones." Longer the distance, lesser the effects of radiation, say doctors.

Children
Most people in the age group of 25-40 have problems related to excess cell phone usage, says Waghmare. Doctors are concerned with cell phone usage among kids too.

In fact, many parents are equally concerned with the revelations of the WHO study. To prevent her son from using the cell phone, Mansiha Shroff makes her son, Manan (15), go through newspaper articles, which highlight risks related to excess cell phone usage. Said Shroff, "He is old enough to read such articles and understand the health hazards posed by radiation from cell phones.?Also, he has a prepaid card, which limits his usage beyond a point."

Shroff says that her five-year-old daughter, Riddhima too wants a mobile phone, "but we explain to her in simple terms that the mobile is bad for her health." From safety issues to lack of sleep to other health issues, cell phones can affect kids in a lot of ways. "Cell phones do concern parents.

Some believe that it can impair their child's hearing ability. Others express concern that too much usage of mobiles can lead to anxiety, irritation and lack of sleep," said Arundhati Chauhan, President, Parent Teacher Association (PTA) United Forum.

Children and teenagers should be discouraged from using cell phones as, "Children and teenagers are more sensitive to genetic mutations than grown ups. Also, do not keep phones close to your head while sleeping. Switch the phone off at night," said Kulkarni.

RISK FACTOR

Nearly 5 billion people worldwide have mobile phones. In India itself, nearly 800 million people use cell phones. The WHO had set up an expert panel to evaluate the effect of cell phones on the human body.

On May 31, 2011 the expert panel said that cell phones might possibly cause side effects. In finding cell phones to be "possibly carcinogenic," the IARC panel stated that heavy cell phone use might or might not cause a specific form of brain cancer called glioma.

The finding means that research is urgently needed to find out whether cell phones actually cause cancer. It is to be noted that the present panel report does not report any new finding of a study.

Rather it is the expert opinion of eminent leaders in scientific thought, based on the current literature. As of date, no study has categorically implicated cell phones as a causal factor for brain tumour, although there have been suggestions to that effect.

Lifetime exposure to the magnetic fields created by the phones is rapidly increasing. Cell phones are held tightly against the head. Also, children are at particular risk, not only because their skulls are thinner but also because their lifetime exposure to cell phones is likely will be greater than the exposure of current adults.

The effects of cell phones take long to manifest. In some cases this duration may be 10 years or more. Finally, cell phone technology is rapidly advancing and it is claimed that the electromagnetic exposure is progressively less with newer phones.

Electromagnetic radiation is governed by an interesting law known as the inverse square law. What this essentially means is that if we increase distance from the source by a factor of 2, the exposure gets reduced by 1/4th.

It is for this reason, that distance from the device is a critical saving factor from side effects of the cell phone, if indeed they are proven to have such effects. Till we get further evidence on the issue, it may be appropriate to observe the following precautions.

Cell phones may be used whenever they are really needed. For most routine work and casual talks, use the regular landline connection. Discourage children from excessive use of cell phones. ?Whenever possible, use a wired ear piece connected to the cell phone. Avoid cell phone use when the signal is weak. Consider alternating between left and right ear while talking on cell phone. Use texting (SMS) instead of calling if possible.

Radiation from mobile phones and other electronic devices such as microwave ovens, has been a concern for the medical community for many years.

The atmosphere is full of invisible electromagnetic emitted from radio, television, computer, etcetera. These electronic gadgets have become an integral part of our life and we cannot really do without them. But people can exert caution as far as their usage is concerned.

Although medical journals have often published reports, which state that a, "definite link between these radiation and cancer has not been proven yet," I believe that, there is no point in waiting for such results to emerge.

MALE INFERTILITY
Men risk wrecking their fertility if they don't curb their cell phone use. Researchers have found that cell phone use may also lead to low sperm quality and a decrease in fertility.

"Our findings were a little bit puzzling," said Rany Shamloul, postdoctoral fellow in pharmacology and toxicology at the Queen's University, Canada, who led the study. "We were expecting to find different results, but the results we did find suggest that there could be some intriguing mechanisms at work," said Shamloul.

The team discovered that men using cell phones reported higher levels of circulating testosterone but they also had lower levels of luteinizing hormone (LH), an important reproductive hormone that is secreted by the pituitary gland in the brain.

Researchers hypothesize that electromagnetic waves (EMW) emitted by mobiles may have a dual action on male hormone levels and fertility.

EMW may increase the number of cells in the testes ; but by lowering the levels of LH, EMW may block the conversion of basic circulating type of testosterone to the more active form of testosterone associated with sperm production and fertility.

Guidelines
The government assured that India would adhere to best global and scientific benchmarks while drafting the final guidelines in the telecom sector. The government's reaction comes in the backdrop of a latest WHO report which says cellphone use can possibly cause brain cancer.

"While telecom is a huge success story in India, we have to ensure that any possible health related effects of radiation emitted by mobile phones and towers are reflected in the guidelines.

The final guidelines would take into account the best global benchmarks and scientific evidence on the subject," said Minister of State for Communications and Information Technology Sachin Pilot.

The government in August last year, had set up an inter- ministerial group to evaluate the evidence, re-visit radiation guidelines for mobile towers and adopt guidelines for radiation emission by cell phones.

The group had made it mandatory for cellphone manufacturers to declare the radiation level of each mobile handset on the packet itself.

NYC big-soda crackdown plan goes to vote Thursday

NEW YORK (AP) ? One of New York City's most ambitious efforts to prod residents to live healthier appears poised to pass as a health panel takes up a plan to cut down sales of big sodas and other sugary soft drinks.

The Board of Health was set to vote Thursday on the proposal, which would bar sales of sugar-heavy drinks in more than 16-ounce cups or bottles in restaurants, movie theaters and some other settings.

The plan was expected to pass what could be a final vote, but it may not be the final word on a proposal that has drawn intense public interest. The Health Department has received more than 38,000 oral and written comments about the cola crackdown, proposed less than four months ago.

Championed by Mayor Michael Bloomberg, the unprecedented regulation would follow other ambitious health moves on his watch. Some have proven to be national pacesetters, such as making chain restaurants post calorie counts; McDonald's announced Wednesday that it would start displaying the information nationwide next week, before a federal requirement that could force all major chains to do so next year. New York City also has barred artificial trans fats from restaurant food and taken aggressive steps to discourage smoking. Starting this month, dozens of city hospitals are asking mothers of newborns to listen to talks about why they should breast-feed instead of using formula.

Bloomberg and other advocates for the soda plan ? who include a roster of doctors and such food figures as chef Jamie Oliver ? see it as another pioneering step for public health.

They say the proposal strikes at a leading cause of obesity simply by giving people a built-in reason to stop at 16 ounces: 200 calories, if it's a regular Coke, compared to 240 in a 20-ounce size. For someone who drinks a soda a day, the difference amounts to 14,600 calories a year, or the equivalent of 70 Hershey bars, enough to add about four pounds of fat to a person's body.

Beyond the numbers, some doctors and nutrition experts say the proposal starts a conversation that could change attitudes toward overeating. While there are many factors in obesity, "ultimately it does come down to culture, and it comes down to taking some first steps," said Dr. Jeffrey Mechanick, a Mount Sinai School of Medicine professor who has studied the effect of government regulation on the obesity epidemic.

Soda makers and sellers say the plan unfairly singles out soft drinks as culprits for the nation's fat problem, represents an overweening government effort to regulate behavior and is so patchy as to be pointless. Because of the web of who regulates what, it would affect a belly-buster regular soda sold at a sports arena but not a 7-Eleven Big Gulp, for instance.

An average New Yorker goes to the movies about four times per year and buys concessions only twice, said Sun Dee Larson, a spokeswoman for the AMC Theatres chain.

"We firmly believe the choices made during the other 363 days have a much greater impact on public health," she said in a statement.

The plan is expected to be approved by the Bloomberg-appointed health board and then could take effect next March. It's unclear what the prospects are for last-minute changes before the vote. Health Commissioner Dr. Thomas Farley has noted that the board has been reviewing the public comments.

A soft-drink industry sponsored group called New Yorkers for Beverage Choices ? which says it has gathered more than 250,000 signatures on petitions opposing the soda plan ? is considering a lawsuit and exploring legislative options for challenging the plan if it passes, spokesman Eliot Hoff said. It's not clear what legislative routes there may be: City Council Speaker Christine Quinn said Wednesday she's not interested in trying to block the expected health board vote, though she has said she isn't a fan of the soda idea.

The rule wouldn't apply to lower-calorie drinks, such as water or diet soda, or to alcoholic beverages or drinks that are more than half milk or 70 percent juice.

Enforcement would be conducted by an existing corps of city restaurant inspectors. A violation would lead to a $200 fine.

Is America safer? Presidential candidates disagree

WASHINGTON (AP) ? Looking to win voters even as they swore off negative attacks, the presidential candidates clashed over whether the country is a safer place on the 11th anniversary of the Sept. 11 attacks.

President Barack Obama pointed to gains in the war on terror under his time as commander in chief to make the case that Americans are better protected. "Al-Qaida's leadership has been devastated and Osama bin Laden will never threaten us again. Our country is safer and our people are resilient," the president said at a Pentagon memorial service.

But Republican nominee Mitt Romney disagreed in a speech to the National Guard convention in Reno, Nev. While he won applause for thanking the Navy SEALs who killed bin Laden ? without mentioning Obama ? he added: "I wish I could say the world is less dangerous now."

Obama and Romney pulled their negative ads and avoided appearing at campaign rallies, but the politicking didn't stop. Obama did an interview with Miami radio DJ Laz on 106.7 FM without mentioning the somber anniversary. He discussed campaign issues and criticized Romney's position on taxes and education funding. The president's campaign also dispatched former President Bill Clinton to rally voters in Miami and first lady Michelle Obama encouraged supporters by email to commit to voting for her husband and recruiting others to do the same.

The day offered Romney a chance before the National Guard to address criticism that he didn't include a salute to the troops or reference the war in Afghanistan in his GOP convention speech last week.

"With less than two months to go before Election Day, I would normally speak to a gathering like this about the differences between my and my opponent's plans for our military and for our national security," Romney told thousands packed convention hall. "There is a time and a place for that, but this day is not it."

But Romney still delivered a political speech ? criticizing defense cuts scheduled to take place early next year and suggesting an end to the war in Afghanistan lacks a clear mission, even though his strategy is similar to Obama's.

Obama's goal is to end all U.S. combat there by the end of 2014, while Romney says he wants to hand over security responsibility to the Afghans at a pace that does not risk the country's collapse and al-Qaida's return, without specifics about troop numbers.

"We can all agree that our men and women in the field deserve a clear mission, that they deserve the resources and resolute leadership they need to complete that mission, and that they deserve a country that will provide for their needs when they come home," Romney said.

The president and first lady observed the anniversary with moments of silence on the White House South Lawn and at the Pentagon, the target of one of the four planes hijacked by al-Qaida operatives. Afterward, Obama shook hands with the Pentagon crowd, including a man in a Romney hat who got his autograph.

The president then went to Arlington National Cemetery, where he visited the graves of recent war dead from Afghanistan and Iraq and placed presidential challenge coins in front of their headstones. He later planned to visit wounded soldiers and their families at Walter Reed National Military Medical Center.

At the time of the somber White House observance, Romney was shaking hands with firefighters at Chicago's O'Hare Airport, their yellow trucks forming a backdrop that recalled the sacrifice of first responders to the attacks. The Republican nominee then flew to Nevada to address the National Guard, whose members deployed as part of the military response.

Vice President Joe Biden attended a memorial service in his home state of Pennsylvania, where one of the hijacked airliners crashed in the fields of Shanksville. He told the families of the victims that "what they did for this country is still etched in the minds of not only you but millions of Americans forever."

Romney's running mate, Rep. Paul Ryan of Wisconsin, was in his home state Tuesday with no public events but behind the scenes finalized contracts with at least one Milwaukee television station to begin running ads asking voters to re-elect him to an eighth House term that he hopes to never serve. Wisconsin law allows Ryan to seek both offices simultaneously but only serve in one if he wins both. Ryan congressional ads start the same week Romney's commercials start in Wisconsin ? a double-dip for the GOP ticket in a state that voted for Obama in 2008 but that they would like to put into play.

But negative ads were off the air Tuesday, following precedent for the anniversary. The 9/11 attack killed nearly 3,000 in the United States and was followed by wars in Afghanistan and Iraq. At least 1,987 U.S. troops have died in Afghanistan and 4,475 in Iraq, according to the Pentagon. At least 1,059 more coalition troops have also died in the Afghanistan war and 318 in Iraq, according to iCasualties.org, an independent organization.

Tracking civilian deaths is much more difficult. According to the U.N., 13,057 civilians were killed in the Afghan conflict between 2007, when the U.N. began keeping statistics, and the first half of 2012. Going back to the U.S.-led invasion in 2001, most estimates put the number of Afghan deaths in the war at more than 20,000. Estimates vary widely in Iraq, but most agree that at least 100,000 Iraqis were killed in war-related violence in the years between the invasion in 2003 and the U.S. withdrawal last December.

Polls show Obama leading Romney on terrorism and national security issues, but both are a low priority for voters in an election dominated by the economy. A CBS News/New York Times poll conducted in July found 37 percent of voters called terrorism and security extremely important to their vote, while 54 percent said the economy and jobs were that important.

Clinton urges Floridians to honor 9/11 by voting

MIAMI (AP) ? Appealing for patriotism, former President Bill Clinton on Tuesday urged Americans to honor those killed on 9/11 and in the wars that followed by being a "good citizen" and getting engaged in the election.

"The least we can do is show up and vote," said Clinton, opening two days of campaigning in Florida for President Barack Obama.

Clinton muted his direct criticism of Romney on a day when both parties put aside their most harshly negative rhetoric. The former president also opened his remarks with a moment of silence honoring those killed in the terrorist attacks of Sept. 11, 2001.

But Clinton didn't hold back in drawing contrasts between Obama's proposals and those pushed by Republicans. In fine detail, he parsed the differences between the parties on health care, higher education and government spending.

Clinton, building upon his well-regarded speech at the Democratic Party's convention last week, argued that Obama was moving the country toward economic stability, even though sluggish growth and 8.1 percent unemployment showed there was a long way to go.

"The test is not whether you think everything is hunky-dory," Clinton said. "If that were the test, the president would vote against himself."

The former president spoke to a diverse 2,300-person crowd at a college gymnasium. He'll also campaign for Obama on Wednesday in Orlando and is expected to appear frequently in other battleground states throughout the fall.

The presidents, once adversaries, have evolved into political allies. Obama needs Clinton to remind voters that Democratic policies can lead to a robust economy. And Clinton needs Obama in order to keep a foothold in the party he once led and perhaps help pave the way for another presidential run by his wife, Hillary Rodham Clinton, now Obama's secretary of state.

As he closed his remarks, Clinton recalled the 1995 Oklahoma City bombing, which happened during his presidency and stood as the deadliest terrorist attack on U.S. soil until 9/11. Many of those who died were government employees.

Clinton, subtly seeking to counter anti-government rhetoric from Republicans, said the bombing taught him that no matter his frustrations with bureaucracy, government workers should be treated with respect.

"On this day, of all days, we should know that there are good and noble people who work for the government," he said.

1.5 carat meal: Man swallows diamond in Sri Lanka

(AP) ? A man visiting a gem exhibition in Sri Lanka's capital swallowed a 1.5 carat diamond in front of the owner and was taken by police to a hospital, where an X-ray showed the $13,000 stone inside him.

Exhibitor Suresh Wijekoon said the man was behaving suspiciously at his stalls and when he reached closer to the suspect, the man suddenly swallowed the diamond at his hand before Suresh alerted police at the exhibition venue.

Chou Wan, a 32-year-old from China, is in custody pending further investigation, police spokesman Ajith Rohana said.

An X-ray proved the diamond was inside Chou's body, said hospital director Dr. Anil Jasinghe at Colombo National, where the suspect was taken for the test.

Suresh, owner of Belgrade International Pvt Ltd, said the diamond weighed about 1.5 carats. It was worth 1.8 million Sri Lankan rupees ($13,636), Rohana said.

Sri Lanka does not mine diamonds but is renowned for other highly treasured gems. Facets Sri Lanka 2012 is the island nation's annual largest gem and jewelry exhibition and it attracts a large number of local and foreign buyers.

RunKeeper's In-App Personal Training Feature is Now Free

It's always helpful to have some guidance when starting a new workout routine, or perhaps running your first 5K. Fitness app RunKeeper announced Thursday that its in-app race training feature is now free.

"Whether your goal is to lose weight, complete a race of a certain distance, or do so with a specific time goal in mind, now you can follow a detailed plan from your favorite coach that will tell you what to do each day, and provide guidance in your ear as you are doing it," Chas Wagner, community manager at RunKeeper, wrote in a blog post.

RunKeeper launched FitnessClasses in 2010 for $10-$25. It partnered with Olympian Jeff Galloway to create four different training regimes that lasted up to 24 weeks. These same plans are now available at no cost to you. RunKeeper also said they made updates to the app's "visual design, layout, and functionality" and are continuing to make improvements. What you might notice is that you can now sign-up for the workouts in-app versus having to do so on the website like before. The activity history has also been revamped in the app, so your scheduled workouts appear in the future while your previous workouts appear in the past.
