A new satellite that will detect the lightning inside storm clouds may lead to valuable improvements in tornado detection. The GOES-R satellite is currently being built with new technology that may help provide earlier warnings for severe weather. The national average is a 14-minute lead time to warn residents of a tornado, but NASA and NOAA scientists are looking to improve severe weather detection to save lives and property. They are developing the Geostationary Operational Environmental Satellite-R Series, or GOES-R, to observe thunderstorm development with much greater spatial and temporal detail than ever before. Severe weather knows no specific season and the new technology aboard GOES-R is expected to help provide earlier detection for warnings, whatever the time of year.

On Jan. 29 and 30, 2013, a winter-time tornado outbreak produced multiple tornadoes from the southern Plains states, across the Mississippi River Valley, eastward to the Mid-Atlantic. On Feb. 10, several tornadoes touched down in Mississippi, destroying 200 homes, damaging and causing injuries near Hattiesburg.

"These storms can spin up pretty quickly which limits warning lead-time," said NOAA scientist Steve Goodman. "The radar and storm spotter's view of tornadoes reaching the ground can be blocked by terrain, or visibility is very poor when the tornado is wrapped in rain. And it's certainly more challenging for storm spotters to observe and confirm tornadoes occurring at night. Sometimes it's just plain hard to come up with enough advance warning."

For the first time, scientists will be able to detect the lightning occurring inside storm clouds, and thus better track how developing storms are moving and intensifying before and during the occurrence of severe weather, Goodman said, all of which will help meteorologists better predict weather disasters.

"Based on the GOES-R research, there is a potential for greater accuracy and additional tornado warning lead time," Goodman said. One significant advancement could help detect developing tornadoes at night to provide the public more time to get to safety.

Studies show that a sudden increase in total lightning flash rate is correlated to impending tornadoes and severe storms. The GOES-R Geostationary Lightning Mapper (GLM) will have a new capability to take continuous day and night measurements of the frequent intra-cloud lightning activity that accompanies many severe storms. This will help forecasters identify intensifying storms before they start producing severe weather on the ground, enabling the issuance of more timely and accurate severe weather warnings.

"The majority of lightning is the in-cloud lightning and that's difficult to detect, especially in the daytime," Goodman said. "GLM will provide new information on lightning in the cloud that our eyes cannot see to allow forecasters to make an earlier determination of a severe and tornadic storms' potential."

The GLM instrument will see all types of lightning: cloud-to-ground, cloud-to-cloud and inside each cloud, and because the GOES-R satellite will cover most of the Western Hemisphere, it will help meteorologists track storms over the land and ocean from their inception.

But lightning isn't the only sign of an impending storm.

Monitoring overshooting cloud tops can provide an early indication of a severe storm. These are dome-like clouds that penetrate above the anvil of a thunderstorm. The Advanced Baseline Imager (ABI) on GOES-R will better detect these overshooting tops that indicate a strong updraft.

While the current GOES satellite imager usually provides updated weather conditions during the formation of a storm about every 15 or 30 minutes, ABI will be able to show the changing cloud and weather conditions every 30 seconds in rapid scan mode. When ABI is not monitoring the formation of a storm, it will send imagery over the United States every 5 minutes instead of every 15 minutes, greatly increasing the data available to weather forecasters.

In addition to providing crucial information as part of NOAA's fleet of operational weather satellites, GOES-R will also monitor space weather, such as solar flares and geomagnetic storms that stem from the sun's activity and can affect spacecraft and human spaceflight.

The Extreme Ultraviolet and X-ray Irradiance Sensors (EXIS) will detect solar flares that can disrupt communication, power grids and have effects on satellites and airline passengers. The Solar Ultraviolet Imager (SUVI) is a telescope that observes the sun to detect eruptions which may result in coronal mass ejections. And to assess radiation hazard to astronauts and satellites, the Space Environment In-Situ Suite (SEISS) will monitor protons, electrons and heavy ion fluxes at geosynchronous orbit. GOES-R's Magnetometer (MAG) will also measure the magnetic field in space.

NOAA manages the GOES-R Program with an integrated NOAA-NASA program office organization, staffed with personnel from NOAA and NASA, and supported by industry contractors. The program is co-located at NASA's Goddard Space Flight Center in Greenbelt, Md. GOES-R is expected to launch in late 2015.

Sanctions relief offered in Iranian nuclear talks

ALMATY, Kazakhstan (AP) ? World powers, fearful of scuttling negotiations beginning this week with Iran, are offering the Islamic republic some small new sanctions relief in return for curbing its nuclear program. But officials warned Monday that it's unlikely that any compromise will be reached soon.

Negotiators set low expectations for the latest round of high-level diplomatic talks to begin Tuesday in Kazakhstan's largest city ? the first since last June's meeting in Moscow that threatened to derail delicate efforts to convince Iran to stop enriching uranium to a level close to that used for nuclear warheads.

The stakes couldn't be higher: the Obama administration is pushing for diplomacy to solve the impasse but has not ruled out the possibility of military intervention in Iran to prevent it from acquiring a nuclear weapon. And Israel has threatened it will use all means to stop Iran from being able to building a bomb, potentially as soon as this summer, raising the specter of a possible Mideast war.

Tehran maintains it is enriching uranium only to make reactor fuel and medical isotopes, and insists it has a right to do so under international law. It has signaled it does not intend to stop, despite harsh international sanctions on its oil and financial sectors, and U.N. nuclear inspectors last week confirmed Iran has begun a major upgrade of its program at the country's main uranium enrichment site.

The clerical regime's refusal frustrates the international community, which has responded by slapping Iran with a host of economic sanctions that U.S. officials said have, among other things, cut the nation's daily oil output by 1 million barrels and slashed its employment rate. But, in a twist, negotiators now hope that easing some of the sanctions will make Tehran more agreeable to halting production of 20 percent enriched uranium ? the highest grade of enrichment that Iran has acknowledged and one that experts say could be turned into warhead grade in a matter of months.

Negotiators from the six world powers ? United States, Russia, China, Britain, France and Germany ? also want Iran to suspend enrichment in its underground Fordo nuclear facility, and to ship its stockpile of high-grade uranium out of the country.

"We are pleased that they have come together for talks because it's been eight months since Moscow. We wanted to come together for talks earlier than this," said Michael Mann, spokesman for EU foreign policy chief Catherine Ashton, who is leading the negotiations. "What's important to us is that they engage in these negotiations and take seriously what we've put on the table.

"No one is expecting everyone to walk out of here with a deal, but if we can have some forward momentum and they can show a willingness to take a confidence-building step, that's very important," Mann told reporters on Monday. He described the world powers' newest gambit as "a good offer" but declined to say what it would include.

A senior U.S. official at the talks said some sanctions relief would be part of the offer to Iran but also refused to detail it. The new relief is part of a package that the U.S. official said included "substantive changes ? whether you'd call them super-substantial, I'll leave to history." The official acknowledged reports earlier this month that sanctions would be eased to allow Iran's gold trade to progress, but would neither confirm nor deny they are included in the new relief offer, and spoke only on condition of anonymity to discuss the sensitive diplomatic talks more candidly.

But at the same time, the senior U.S. official also noted the possibility that Iran would face new pressures if it fails to comply with international concerns. That could include toughening the impact of the sanctions already in place by enforcing them more strictly, or imposing new sanctions altogether as Iran moves forward with its program.

Western powers have hoped that the Iranian public would suffer under sanctions so badly that the government would feel a moral obligation to slow its nuclear program. The U.S. official attributed the decline in Iranian currency, the rial, and the decrease in oil production to Western sanctions.

Iran has been unimpressed with earlier offers by the powers to provide it with medical isotopes and lift sanctions on spare parts for civilian airliners, and new bargaining chips that Tehran sees as minor are likely to be snubbed as well. Iran insists, as a starting point, that world powers must recognize the republic's right to enrich uranium.

In a sign that Tehran is in no hurry to reach a compromise, Iran's foreign minister has no plans to meet with officials of the International Atomic Energy Agency Tuesday when he visits Vienna to attend an unrelated conference. Diplomats in Vienna suggested the decision by Foreign Minister Ali Akbar Salehi reflects a deadlock on the agency's attempts to probe Tehran's atomic work. IAEA officials recently suggested related talks needed to pause after dragging on without results. The diplomats demanded anonymity because their information was confidential.

Still, last week, Salehi spokesman Ramin Mehmanparast said the Almaty talks could provide an important "opportunity" so long as the two sides were dealing with each other as equals and making offers of "same level, same weight."

"We will offer ways for removing possible concerns and ambiguities to show our goodwill, if Western countries, especially the U.S., fully recognize the nuclear rights of countries, which shows their goodwill," Mehmanparast told reporters in Tehran.

In London, Secretary of State John Kerry said an Iran with nuclear weapons was "simply unacceptable" and warned the time limit for a diplomatic solution was running out.

"As we have repeatedly made clear, the window for a diplomatic solution simply cannot remain open forever," said Kerry, on his first international tour as America's top diplomat. "But it is open today. It is open now and there is still time but there is only time if Iran makes the decision to come to the table and to negotiate in good faith. We are prepared to negotiate in good faith, in mutual respect, in an effort to avoid whatever terrible consequences could follow failure and so the choice really is in the hands of the Iranians. And we hope they will make the right choice."

An analysis released Monday by the International Crisis Group concluded that the web of international sanctions have become so entrenched in Iran's political and economic systems that they cannot be easily lifted piece-by-piece. It found that Tehran's clerical regime has begun adapting its policy to the sanctions, despite their crippling effect on the Iranian public. Doing so, the analysis concluded, has divided the public's anger "between a regime viewed as incompetent and an outside world seen as uncaring."

"As far as Iran is concerned, it is too late to reverse course. The massive sanctions regime is in place, warts and all, and not about to be removed," the analysis concluded. It recommended that the world powers "devise a package of incentives, including some less than complete degree of relief, that is politically as well as legally achievable and that genuinely addresses Iranian concerns."

Several diplomats in Almaty said any major breakthrough in the negotiations likely won't come until after Iran's presidential elections in June ? especially if the world powers refuse to offer anything that Tehran can use to show as some kind of major concession by the West.

Yanks' Granderson, Gardner may switch?OF spots

TAMPA, Fla. (AP) - Yankees outfielders Curtis Granderson and Brett Gardner could be switching positions.

Granderson worked out in left field Thursday and the speedy Gardner switched to center.

"I think it has a chance to help us a little bit, but I'm not really sure," manager Joe Girardi said. "That's why I've said from the beginning that I'm going to toy with it. I'm not saying today that this is what it's going to be opening day."

Girardi plans to play the pair together in upcoming spring training games.

"See if we like it," Girardi said. "If we do, we'll stay with it. If we don't, we won't."

Granderson also will get some playing time in center.

"I'd loved to play center. That's what I've been playing. At the same time, I want to play in general," Granderson said. "No matter where that happens to be, that's where I want to be at. You never know unless you try things out. We don't know what the best way is going to be."

Gardner still thinks of himself as center fielder, a spot where he has previous experience.

"For the last few years I've been playing left, and that's fine with me," he said. "If we went out there and played right now, I'd go to center, I'd go to left, it doesn't really matter to me."

Ichiro Suzuki homered off countryman Hiroki Kuroda during batting practice and tipped his helmet toward the fans after an ovation.

Derek Jeter, coming back from ankle surgery, continued taking part in defensive drills and faced right-hander Jim Miller in BP. He took six pitches, hit a liner to right and fouled a ball in the batting cage.

Jeter is jogging on and off the field but hasn't started a full outdoor running program.

Second baseman Robinson Cano and first baseman Mark Teixeira are among the position players scheduled to play in Saturday's game against Atlanta at Kissimmee. David Phelps will the starting pitcher.

Notes: Cano will find himself in an unfamiliar spot March 6 when he plays against the Yankees for the first time as a member of the Dominican Republic national team. "It's going to be weird. I think that it's going to be fun," he said. "You get to see a different view of the game." ... Girardi said RHP Phil Hughes (injured upper back) felt better, which was a "good sign for me." The Yankees are hopeful that the right-hander will be able to resume throwing in about a week.

Tiny tweezers and their big influence on bustling proteins: Scientists investigate molecular 'clothespins'

Feb. 22, 2013 ? Tiny molecular tweezers have a remarkable impact on bustling proteins: Three research groups from the University of Duisburg-Essen (UDE), the Chemical Genomics Centre of the Max Planck Society in Dortmund and the Max Planck Institut f?r Kohlenforschung in M?lheim found that the molecular tweezers designed by Professor Frank Kl?rner at the UDE can be used to regulate protein -- protein interactions by selectively trapping certain residues of the protein -- and stick like a clothespin.

The research groups of Thomas Schrader (UDE), Christian Ottmann (Chemical Genomics Centre) and Elsa Sanchez Garcia (MPI f?r Kohlenforschung) believe that this might be a promising approach for applications in medical research, as the water soluble tweezers act without inducing toxicity or explicit side effects.

The scientists have tested their small tweezers on proteins that have influence on many processes in the human body. "We also wanted to know how they work," says Dr. Elsa Sanchez Garcia, leader of a Max Planck research group at the Max Planck Institut f?r Kohlenforschung. The chemists have found out that although their tweezers prefer to bind at the amino acid lysine, the protein surrounding of the lysine influences the trapping of the tweezers. Thus, with computer simulations Dr. Sanchez Garcia and her colleague Kenny Bravo Rodriguez have shown which type of lysine the tweezers prefer -- and why that is the case. Their work also allowed to lay down rules for predicting the behavior of the tweezers in the presence of proteins with several lysine residues.

Although the tweezers research is at early stages, their potentiality makes it worth for medical researchers to have a closer look at these results. The 14-3-3 adapter proteins (14-3-3) that the scientists used for their experiments are small recognition proteins that influence many physiological processes by binding their targets via short peptide sequences and modulating their function. For instance, they are able to stabilize certain tumor suppressors. Because of their important role in many biological processes, 14-3-3 proteins are prospective therapeutic agents against severe disorders, such as cancer.

The three research groups published their findings in the Nature Chemistry.

NEW YORK (AP) ? Triple Crown winner Miguel Cabrera, World Series MVP Pablo Sandoval and Cy Young knuckleballer R.A. Dickey are among 45 major league all-stars on the rosters for the World Baseball Classic.

The final rosters were announced Thursday. The 16-team tournament begins next month.

There are seven players who have won MVP awards, including Cabrera, Joe Mauer, Joey Votto and Miguel Tejada.

Japan won the first two WBC tournaments. This year's Japanese team does not include any players from Major League Baseball.

Ryan Braun, David Wright and Giancarlo Stanton are among the stars on the U.S. team. Jose Reyes, Robinson Cano and free agent Jose Valverde lead the Dominican Republic.

The Italian team includes New York Yankees minor league Pat Venditte, who is an ambidextrous pitcher.

NFL Draft 2013: DT Bennie Logan scouting report

While most of the DT talk, in terms of finding a guy in the draft to generate a pass-rush from the 3 technique spot, has revolved around guys like Star Lotulelei, Sheldon Richardson and Sharrif Floyd, one name that hasn't gotten a lot of attention is LSU's Bennie Logan.

Logan has been on my radar since the beginning of the year, when I scouted the UW/LSU contest and noticed a guy with length, quickness and speed that reminded me of Chicago's Henry Melton - who many know I have championed as a guy Seattle should go after in Free Agency if they aren't convinced they'll be able to find some interior pass rush among this year's draft crop.

At 6'3, and right around 300 lbs, Logan possesses ideal size for the 3 technique, to go with flexibility, burst and length to create and close in space, and has demonstrated such natural ability in his limited playing time at LSU.

Here's my updated scouting report on him:

Positives: Thick frame with long arms and powerful lower half. Gets arms extended off the snap and uses hands well to keep his frame clean. Utilizes low center of gravity to bull rush and collapse the pocket from the inside. Impressive hand quickness to swat and clear. Good burst to close on space in front of him. Maintains backfield vision while engaged, and disengages nicely to close the running lane to either side.

Quickness and punch of a 3-technique, but exhibits awareness and anchoring strength to be a 2-gap player as well. Stays low off the snap and displays good bend to absorb impact. Appears to lack "plus" lateral quickness. Will get turned around with his back to his opponent when rushing, and can be taken out of the play altogether.

Negatives: Isn't very powerful in his upper body, struggling to throw defenders off his frame when locked on.Has a tendency to lose leverage/position and doesn't look nearly as powerful when asked to pinch/squeeze down and move his opponent laterally, as he does in a straight line. Appears to take the occasional play off from an effort standpoint, and technically, resorts to bull-rushing more frequently than he should considering his other natural gifts. Isn't very instinctive or aware against the run.

NFL Comparison: Henry Melton, DT, Chicago Bears - Logan has ideal quickness, athleticism and flexibility to be an effective interior rusher from the 3-technique spot. He's still raw and inconsistent when asked to hold position or defend the run, but further technical coaching could help mold him into an extremely disruptive interior force, as there are no apparent limitations in terms of natural tools.

Considering his inexperience and that he isn't the size/speed combo that some of the bigger names in the draft are, we could see Logan slip as far as the 3rd round potentially, where he could be a tremendous value for a team looking for an interior sack threat with starter upside.

Seahawks Fit: Logan has the upside to be a starting 3-technique DT, and possesses the combination of athleticism, length and size that John Schneider and Pete Carroll rave about. He's raw, but would give better immediate pass-rush from the interior than any of Mebane, Branch or McDonald, and could find himself in the rotation quickly, as Scruggs did last season. Logan has more interior value than Scruggs though considering his size, and has upside that could make him an every-down player within a couple of years.

If Seattle opts not to trade up for a Richardson or Floyd in the first round (which they'll most certainly need to do if they want either one of those guys), a guy like Logan could be a nice under-the-radar grab in the 2nd or 3rd, where they'd get raw, 1st round talent.

LOS ANGELES (AP) ? Confidence among U.S. homebuilders slipped this month from the 6? year high it reached in January, with many builders reporting less traffic by prospective customers before the critical spring home-buying season.

The National Association of Home Builders/Wells Fargo builder sentiment index released Tuesday dipped to 46 from 47 in January. It was the first monthly decline in the index since April.

Readings below 50 suggest negative sentiment about the housing market. The last time the index was at 50 or higher was in April 2006, when it was 51. It began trending higher in October 2011, when it was 17.

The latest index, based on responses from 402 builders, comes as the U.S. housing market is strengthening after stagnating for roughly five years after the housing boom collapsed.

Steady job gains and near-record-low mortgage rates have encouraged more people to buy homes. Prices have been rising. In part, that's because the supply of previously occupied homes for sale has thinned to the lowest level in more than a decade. And the pace of foreclosures, while still rising in some states, has slowed sharply on a national basis.

The trends have led homebuilders to increase construction. Last year, builders broke ground on the most new homes in four years.

All told, sales of new homes jumped nearly 20 percent last year to 367,000, the most since 2009. Still, many economists don't foresee a full housing recovery before 2015 at the earliest.

"The index remains near its highest level since May of 2006, and we expect homebuilding to continue on a modest rising trajectory this year," said David Crowe, the NAHB's chief economist.

Even so, builders remain concerned about the sturdiness of the U.S. economy and unemployment, which ticked up to 7.9 percent last month from 7.8 percent in December.

Many builders are facing higher costs for building materials and having trouble obtaining financing for construction. Some also are facing a shortage of workers in markets where residential construction has picked up sharply, such as Texas and Arizona.

An index that measures current sales conditions fell one point to 51. And a gauge of traffic by prospective buyers declined four points to 32 from 36 in January.

But builders' outlook for sales in the next six months improved one point to 50.

Though new homes represent only a fraction of the housing market, they have an outsize impact on the economy. Each home built creates an average of three jobs for a year and generates about $90,000 in tax revenue, according to NAHB statistics.

Israeli former FM Lieberman pleads not guilty as trial starts

JERUSALEM (Reuters) - Israel's former foreign minister, Avigdor Lieberman, pleaded not guilty on Sunday to charges of fraud and breach of trust at the start of a trial that has put the ultranationalist's political career into doubt.

The allegations led Lieberman, a key ally of Prime Minister Benjamin Netanyahu, to resign from cabinet two months ago.

As head of the ultranationalist Yisrael Beitenu faction, he joined forces with Netanyahu's right-wing Likud in last month's general election. The joint list came first in the ballot but with fewer parliamentary seats than forecast.

Netanyahu is trying to put together a governing coalition and it is unclear whether he will hold open the foreign ministry post for Lieberman until a verdict is in.

The charges relate to the promotion of an Israeli diplomat, who admitted in a plea bargain he had illegally given Lieberman details of a police probe against the then-foreign minister.

Under Israeli law, conviction on the fraud and breach of trust charges could disqualify Lieberman from holding a cabinet post but he would be able to return to the government if he is cleared or if he receives a light, non-custodial sentence.

Lieberman remained silent throughout the hearing and did not speak to reporters as he left Jerusalem Magistrates' Court.

The court will reconvene on April 25 to begin hearing evidence.

Lieberman, who lives in a Jewish settlement in the occupied West Bank, has stoked controversy by questioning the loyalties of Israel's 1.5 million Arab citizens.

His comments have drawn accusations of racism but have also brought him a large electoral following beyond his Russian-speaking base.

Born in Moldova, Lieberman immigrated to Israel in 1978. He became administrative head of the Likud in 1993 and ran the prime minister's office from 1996 to 1997 during Netanyahu's first term. He left to form Yisrael Beitenu in 1999.

Lieberman is the latest in a string of Israeli politicians to face corruption charges in recent years. Former Prime Minister Ehud Olmert resigned in 2008 after being indicted, though he has since been acquitted of most of the charges against him.
